Learning Objectives
By the end of this lesson, students will be able to (per CED LO SPS-7.C):
- Describe social and economic measures of development, including GDP, GNP, GNI per capita, sectoral structure, income distribution, fertility, infant mortality, healthcare access, energy mix, and literacy (per LO SPS-7.C and EK SPS-7.C.1).
- Describe measures of gender inequality, including the Gender Inequality Index (GII) and its components: reproductive health, empowerment, and labor-market participation (per EK SPS-7.C.2).
- Describe the Human Development Index (HDI) as a composite measure of development and interpret spatial variation in HDI among states (per EK SPS-7.C.3).

Key Concepts
The College Board packs the entire Topic 7.3 curriculum into three Essential Knowledge statements. Each is a direct list of measures that students must know; Skill 3.F is the lens through which students must analyze every measure on that list.
Skill 3.F is the whole point
Per Skill 3.F, students must "explain possible limitations of the data provided." That is the assessed skill for Topic 7.3. It is not enough to memorize what GDP stands for; students must explain what GDP misses. The same applies to every measure in the CED list. Much of this lesson is dedicated to the limitations of each measure.
Economic Measures (EK SPS-7.C.1, part 1)
The three headline economic indicators appear by name in EK SPS-7.C.1: GDP, GNP, and GNI per capita. Each captures a slightly different slice of national economic activity.
Total value of goods and services produced within borders
GDP counts everything produced inside a country during a year, regardless of who owns the factories or where the workers are from. Foreign-owned plants count. Remittances sent home from citizens working abroad do not.
Consumption + investment + government spending + net exports. The most widely reported aggregate economic measure.
GDP plus net income earned abroad by citizens
GNP starts with GDP and then adds income earned by nationals working overseas while subtracting income earned inside the country by foreign nationals. GNP emphasizes citizen-owned production, not territory-based production.
The gap between GDP and GNP widens in countries with very large foreign investment inflows (Ireland) or very large diaspora remittance inflows (the Philippines, Nepal).
Total national income divided by population
GNI per capita is GNP divided by total population. It is the income-category threshold used by the World Bank to classify every country as low, lower-middle, upper-middle, or high income. Countries often cross those thresholds during development.
Typically reported in US dollars and often adjusted using purchasing power parity (PPP) to account for differences in cost of living.
Sectoral structure: formal and informal
EK SPS-7.C.1 also names the "sectoral structure of an economy, both formal and informal." The formal economy is the part captured in national statistics: registered businesses, waged jobs, taxed transactions. The informal economy sits outside that system: street vendors, unregistered workshops, subsistence farming, cash-only construction, unpaid household labor.
In many Global South countries, the informal sector can account for 30 to 70 percent of actual economic activity. Street food sellers in Bangkok, day laborers in Lima, and smallholder farmers in Ethiopia all contribute real value that rarely shows up in GDP. When students see a low GDP number for a developing country, they should ask how much economic life the number is missing.
Income Distribution
A country can have a high average income and still have most of its people in poverty if income is very unevenly distributed. The Gini coefficient is the headline measure for income distribution.
The Gini coefficient runs from 0 (perfect equality) to 1 (one person has all the income). Scandinavian countries cluster near 0.27, signaling high equality. Brazil and South Africa sit above 0.50, indicating extreme inequality. The United States is around 0.40.

The Gini coefficient is powerful because it reveals what averages hide. Two countries with the same GNI per capita can have radically different lived realities depending on how that income is distributed.
Gender Inequality Index (EK SPS-7.C.2)
EK SPS-7.C.2 introduces the Gender Inequality Index as the headline measure of gender-based development disparity. GII is compiled by the UN Development Programme and combines three dimensions:
Three dimensions, five indicators
Reproductive health: maternal mortality ratio (deaths per 100,000 live births) and adolescent birth rate (births per 1,000 women aged 15 to 19).
Empowerment: share of parliamentary seats held by women and share of women with at least some secondary education.
Labor-market participation: female labor-force participation rate.
The Nordic countries dominate the top of the GII rankings because of high female education, high parliamentary representation, and near-universal maternal healthcare. Yemen, Afghanistan, and several Sahel countries sit at the bottom because of high maternal mortality, extremely low female secondary education, and restricted labor-market access.
Human Development Index (EK SPS-7.C.3)
EK SPS-7.C.3 identifies the HDI as "a composite measure used to show spatial variation among states in levels of development." The UN Development Programme publishes HDI annually. It aggregates three dimensions into a single value between 0 and 1.
Composite of health, education, and income
Health: life expectancy at birth.
Education: mean years of schooling (adults aged 25 and over) and expected years of schooling (for school-age children).
Income: GNI per capita (PPP-adjusted).
HDI categories are grouped as Very High (0.80 and above), High (0.70 to 0.799), Medium (0.55 to 0.699), and Low (below 0.55). HDI maps show clear spatial clustering: Europe, North America, Australia, and East Asian developed states score Very High; most of Sub-Saharan Africa scores Low.

This is the heart of Topic 7.3. Skill 3.F asks students to explain what each measure fails to capture. Every measure in EK SPS-7.C.1, C.2, and C.3 has well-known blind spots.

Switzerland · HDI at the Top
Switzerland sits at or near the top of HDI every year. High life expectancy (84 years), universal secondary education, and a stable high-income economy push the composite to the ceiling. It is the natural reference point for "very high development" in AP-style comparisons and the default OECD benchmark.

Nigeria · High GDP, Low HDI
Nigeria is one of the two largest economies in Africa by GDP. Yet its HDI sits in the Low category. The gap is explained by population size (over 220 million), extremely unequal distribution, large informal sector, and high infant mortality. This is the textbook case for applying Skill 3.F to GDP: big economy, weak development outcomes.

Cuba has a low GNI per capita but posts literacy and life-expectancy numbers that rival wealthy states. Its healthcare system (about 8 doctors per 1,000 residents) and universal education explain the gap. HDI captures Cuba better than GNI alone, yet neither fully reflects political constraints. Bhutan formally uses Gross National Happiness (GNH) as a national priority above GDP. GNH incorporates psychological wellbeing, ecological diversity, cultural resilience, and good governance. It is the canonical example of an alternative to orthodox development indicators and a natural springboard for student-designed indices.

- Apply Skill 3.F: select any single country-level data point from this lesson (for example, Nigeria's literacy rate). Identify two reasons that number might be unreliable and explain what a geographer should do before citing it.
Classroom Activities
Measure Mismatch
Pairs receive a set of three countries (for example, Switzerland, Nigeria, and Cuba). They rank the three using GDP, then GNI per capita, then HDI, then GII. Pairs identify where rankings disagree across the four measures, then write a paragraph per Skill 3.F explaining which limitation drives each disagreement.
Design Your Own Index
Students propose a new composite development index that explicitly includes one dimension the CED list misses (for example, environmental quality, political freedom, wellbeing, or time poverty). They specify three indicators, a weighting scheme, and a 0-to-1 calculation. They then rank four sample countries on their new index and explain how the rankings differ from HDI.

Social Measures (EK SPS-7.C.1, part 2)
Beyond economic output, EK SPS-7.C.1 lists fertility rates, infant mortality rates, access to health care, fossil-fuel and renewable energy use, and literacy rates. Each measure captures a different aspect of social development.
Fertility rate
Total fertility rate (children per woman) ranges from about 6.6 in Niger to about 0.8 in South Korea. Replacement level is roughly 2.1. High fertility typically correlates with lower development (limited female education and healthcare access), while very low fertility can accompany highly developed but demographically stressed economies.
Infant mortality rate
Infant mortality rate (deaths per 1,000 live births before age 1) is one of the single most sensitive indicators of development. Japan sits near 1.7 per 1,000; Afghanistan is around 106 per 1,000. Because infants are vulnerable to nutrition, sanitation, and healthcare failures, this number responds rapidly when any of those systems change.
Access to healthcare
Access to healthcare is measured through physician density, hospital beds per population, vaccination coverage, and universal health coverage indices. Cuba has roughly 8 doctors per 1,000 people, among the highest ratios in the world, while many Sub-Saharan African countries fall under 0.5 per 1,000.
Fossil fuels versus renewable energy
EK SPS-7.C.1 explicitly names energy mix. Historically, high energy consumption was interpreted as a sign of development, but modern measurement distinguishes fossil-fuel dependence from renewable adoption. Iceland and Norway generate most of their electricity from renewable sources; several Gulf states remain almost entirely fossil-fuel driven. The measure captures both development level and sustainability trajectory.
Literacy rate
Literacy rate (percent of adults who can read and write) ranges from about 99 percent in Uzbekistan down to roughly 19 percent in South Sudan. Literacy strongly predicts economic mobility, health outcomes, and civic participation. Female literacy specifically is one of the strongest predictors of reductions in fertility and infant mortality.
