Key Concepts
Per CED LO PSO-6.B, students must "explain how cities embody processes of globalization." The CED breaks that into two EKs: (1) world cities function at the top of the global urban hierarchy and drive globalization, and (2) cities are connected globally by networks and linkages and mediate global processes.
Why cities, not countries?
Flows of global finance, corporate decisions, migration, media, and technology do not move abstractly between nation-states. They move between specific cities: London to New York; Singapore to Shanghai; Tokyo to Los Angeles; Silicon Valley to Shenzhen. A country is globalized to the extent that its cities are nodes in these networks. Sub-Saharan Africa's growing cities are increasingly plugged in; their countries follow.
The "global city" idea
The modern world-cities literature traces to Saskia Sassen's 1991 book The Global City, which argued that the contemporary world economy concentrates command-and-control functions in a small set of cities (primarily New York, London, Tokyo). Later work extended this to Paris, Hong Kong, Singapore, and Shanghai. The GaWC (Globalization and World Cities) research network has systematically ranked cities by global connectivity since 1999.
The Global Urban Hierarchy (EK PSO-6.B.1)
The GaWC tier system is the most widely-used way to rank cities by global function. Six tiers, from Alpha++ at the top to sufficiency at the bottom.
The Two Top Global Cities
GaWC's highest tier, reserved for cities more integrated than any other into global economy. Host the densest concentrations of global corporate headquarters, financial markets, and producer services.
Highly Integrated Global Cities
Major nodes beyond the top two. Substantial financial and corporate function, global connectivity, and international population.
Major Global Cities
Still highly integrated, often regional command centers. Headquarters for multinational firms with continental or sub-continental reach.
Regional Nodes
Important regional cities that host significant corporate presence and some international functions but are not primary global command centers.
Emerging Global Functions
Cities with growing but modest global integration. Often national capitals of mid-size economies or major secondary cities in large countries.
Nationally Important
Cities important within their national economies but with limited global connectivity. Often dwarfed internationally by higher-tier cities in their region.
What makes a city rank high
GaWC does not use population. A city can have 25M residents (like Dhaka) and rank below one with 5M (like Singapore) because world-city status depends on functional connectivity, not size:
- Producer services: density of accounting, law, advertising, banking, and management-consulting firms with global office networks.
- Corporate headquarters: concentration of Fortune 500 / Global 500 corporate HQs.
- Financial markets: stock exchanges, bond markets, foreign-exchange trading volume.
- International institutions: UN headquarters, WTO, NGO hubs, embassies.
- Air connectivity: international flight frequency and destination breadth.
Networks and Linkages (EK PSO-6.B.2)
Per EK PSO-6.B.2, cities are connected globally by networks and linkages that mediate global processes. Seven types of flow dominate.
Financial Linkages
Foreign-exchange trading, stock-market cross-listings, bond issuance, corporate banking, and investment flows concentrate in Alpha-tier cities. London and New York together account for around 60 percent of global FX volume.
Corporate / Producer-Services Linkages
Global law firms, accounting firms, and management consultancies serve clients through networks of offices in world cities. The GaWC ranking is built on these connections.
Migration Linkages
Skilled migration corridors: Mumbai → Silicon Valley; London → Singapore; Lagos → Houston. Lower-skilled migration corridors: Manila → Dubai; Dhaka → Riyadh.
Information / Media Linkages
News organizations, wire services, entertainment, and digital platforms headquartered in world cities broadcast globally. Hollywood, Lagos's Nollywood, Mumbai's Bollywood are regional content hubs.
Air-Transport Linkages
Hub airports (Dubai, Istanbul, Hong Kong, Heathrow, Singapore) are the physical infrastructure of the global city network. Flight data is one of the cleanest measures of global integration.
Shipping / Logistics Linkages
Container ports (Shanghai, Singapore, Rotterdam) mediate physical trade. Sea-lane routes connect world cities to their production and consumption regions.
Digital / Internet Linkages
Undersea cables, data-center locations, cloud regions, and internet-exchange points create a digital-city hierarchy that maps roughly onto the economic one but with its own geography.
Cultural / Diasporic Linkages
Language, religion, diaspora communities connect specific city pairs: Havana-Miami, Istanbul-Berlin, Mumbai-London. These cultural networks sustain migration, trade, and information flows.
Cities "mediate" global processes
The CED verb choice in EK PSO-6.B.2 — "mediate" — is important. Cities do not just host global processes; they shape them. A financial innovation in London's City becomes a global regulation. A design trend in Milan becomes global fashion. A tech protocol in Silicon Valley becomes global infrastructure. The physical and institutional resources of world cities alter what globalization looks like. Apply Skill 5.B: the global scale is produced by the city scale.

United Kingdom · London Alpha++
London is EK PSO-6.B.1's canonical world city. It hosts roughly 40 percent of global foreign-exchange trading, the world's largest legal services market, and more Fortune 500 European HQs than any other city. The UK is a middle-sized economy but London dominates specific global functions. The city and country are not the same unit.

Singapore · Small Country, Alpha+ City
Singapore is practically synonymous with its city; the country is the city. GaWC ranks it Alpha+ based on its role as Southeast Asian headquarters for multinational firms, its port, and its regional financial services. Small population but top-tier global connectivity — showing EK PSO-6.B.1's point that function matters more than size.

UAE · Dubai's Fast Global Rise
Dubai climbed from Gamma in 2000 to Alpha+ in 2020. Its rise illustrates EK PSO-6.B.2's networks in action: deliberate policy made Dubai an air hub (Emirates airline), a re-export hub (Jebel Ali port), a financial hub (DIFC), and a regional headquarters city for multinationals. A city that engineered its way into the global hierarchy.

Nigeria · Lagos Gamma (Rising)
Lagos is Africa's second-highest-ranked world city in GaWC (Johannesburg is first). Its ~15M population makes it a megacity; its Gamma ranking reflects emerging but limited global function. The growth of Nollywood, fintech (Flutterwave, Paystack), and regional banking hub functions is raising its integration. Demonstrates how EK PSO-6.B.1's hierarchy is not static.

Classroom Activities
GaWC Ranking Detective
Pairs are given 5 random cities from different tiers. They research each and propose which GaWC tier fits (Alpha++, Alpha+, Alpha, Beta, Gamma, Sufficiency). Then they compare to the official GaWC 2024 ranking and explain any differences.
Trace a Global Flow
Small groups choose one global process (a bank loan for a Vietnamese factory, a Hollywood film release, a vaccine shipment) and map every city it passes through. They identify which cities host which function and identify a "missing link" a lower-tier city could fill.
