Key Concepts
EK IMP-7.A.1 establishes the scope of what sustainable development attempts to address. EKs 2 and 3 name two specific CED-listed mechanisms. Skill 5.D asks whether any of these tools actually work at the scale at which a problem occurs.
Skill 5.D: effectiveness across scales
Skill 5.D asks students to explain the degree to which a geographic concept effectively explains effects across scales — local, city, state, national, supranational, and global. A policy that works at one scale may fail at another. A problem defined at the global scale may require action at every scale to address. Evaluating this is the core cognitive work of Lesson 7.8.
The Four CED Challenges (EK IMP-7.A.1)
EK IMP-7.A.1 names four categories of problems. These are not optional framing — the exam expects students to recognize all four.
Drawing down stocks faster than they regenerate
Renewable resources become effectively non-renewable when extraction outpaces regrowth. Classic cases: Atlantic cod fisheries collapsed in the 1990s after centuries of harvest; the Ogallala Aquifer under the US Great Plains is being drawn down at many times its recharge rate; the North China Plain is losing ground water at more than one meter per year; the Amazon has lost roughly 17 percent of its original cover, approaching a 20-25 percent tipping point beyond which the rainforest cannot regenerate.
Consumption exceeding planetary capacity
The global ecological footprint — the land and water required to support human consumption — currently runs at roughly 1.75 Earths. If everyone consumed like the average United States resident, we would need about five Earths. Mass consumption drives material extraction, energy use, waste generation, and land conversion. It is uniquely a problem of wealthy consumer societies.
Contamination of air, water, soil
Plastic pollution accumulates in ocean gyres and has been found in human blood and placenta. Urban air quality in cities such as Delhi and Lahore regularly exceeds fifteen times the World Health Organization guideline. Agricultural runoff creates hypoxic dead zones at the mouths of the Mississippi, the Yangtze, and the Baltic. Pollution is often generated locally but travels regionally or globally.
The archetypally global challenge
Global mean temperature has risen approximately 1.1 degrees Celsius above the pre-industrial baseline. Current policies lock in roughly 2.5 to 3 degrees of warming by 2100 absent significant further action. Effects include sea-level rise, shifts in agricultural zones, intensified storms, coral reef bleaching, and species-range migration. Emissions occur everywhere; consequences are felt everywhere; responsibility is uneven.
Sustainable Development Policies
Sustainable development is an umbrella term for policies addressing the four challenges. The phrase itself traces to the 1987 Brundtland Report (Our Common Future), which defined it as "meeting the needs of the present without compromising the ability of future generations to meet their own needs." Major international policy milestones:
- Kyoto Protocol (1997): first binding international climate treaty; committed industrialized countries to emissions reductions. The United States never ratified.
- Millennium Development Goals (2000-2015): precursor to the SDGs; eight goals focused on poverty, education, health.
- Paris Agreement (2015): nearly universal participation; each country submits Nationally Determined Contributions (NDCs) and updates them every five years. Target: hold warming "well below 2 degrees" and pursue 1.5 degrees.
- European Union Green Deal (2019): supranational commitment to carbon neutrality by 2050, with binding intermediate targets.
- United States Inflation Reduction Act (2022): the largest climate-investment law in United States history, channeling hundreds of billions of dollars into clean-energy tax credits.
- China dual-carbon pledge: announced 2020, committing to peak carbon emissions by 2030 and reach carbon neutrality by 2060.
- Renewable transitions: Denmark generates over 50 percent of its electricity from wind; Costa Rica regularly runs over 99 percent renewable electricity through the year; Uruguay, Iceland, and Norway also exceed 95 percent renewable electricity.
Ecotourism (EK IMP-7.A.2)
Tourism in threatened natural environments
Per EK IMP-7.A.2 verbatim: "Tourism rooted in natural environments — often ones threatened by industrialization or development — is known as ecotourism, and it frequently helps protect the environment in question while creating jobs for local populations."
The model: revenue from visitors pays for conservation (park rangers, habitat protection, anti-poaching), provides jobs for local people (lodge staff, guides, artisans), and gives governments an economic reason to protect rather than convert land. Done well, it aligns economic incentives with conservation.
Case examples
- Costa Rica: about 30 percent of the country's land area is protected (national parks, reserves); roughly 2 million ecotourists arrive each year; ecotourism is the leading source of foreign exchange, eclipsing traditional agricultural exports.
- Galapagos Islands (Ecuador): strict visitor caps, licensed-guide requirement, and itinerary restrictions protect endemic species. Unique fee structure: visitors pay a park-entry fee that funds conservation directly.
- Botswana (Okavango Delta): deliberate high-end, low-volume model — fewer tourists paying more per night than Kenya-style mass safari tourism. Lower footprint per dollar of revenue.
- Belize: barrier-reef snorkeling and mangrove eco-tours generate revenue that subsidizes reef and mangrove protection. Both ecosystems provide coastal defense against hurricanes.
- Rwanda: gorilla trekking permits cost roughly 1,500 United States dollars each; a portion of revenue funds community projects and conservation. Mountain gorilla population has recovered from approximately 250 in the 1980s to over 1,000 today.
Tensions and limitations
Ecotourism is widely oversold. Common problems:
- Greenwashing: resorts market themselves as eco-friendly without meaningful practices.
- Crowding: popular destinations (Galapagos, Machu Picchu, Zion National Park) degrade from the very traffic ecotourism brings.
- Revenue leakage: foreign tour operators capture much of the revenue, leaving local communities with low-wage work.
- Housing displacement: successful ecotourism destinations drive up property values, pricing out original residents.
- Carbon footprint: the flights getting visitors there often dwarf any conservation benefit.
United Nations Sustainable Development Goals (EK IMP-7.A.3)
The United Nations adopted 17 Sustainable Development Goals in September 2015 as Agenda 2030, a successor to the Millennium Development Goals. Each SDG has specific targets and indicators that enable measurement. EK IMP-7.A.3 specifies that the goals help measure progress in development, naming small-scale finance and public transportation projects as examples.

CED-named examples: small-scale finance and public transportation
The CED specifically names small-scale finance and public transportation as examples of how the SDGs measure progress:
- Microlending (small-scale finance): covered in Lesson 7.4. Small loans — often 50 to 500 United States dollars — to entrepreneurs without collateral or credit history, frequently to women. Grameen Bank (Bangladesh) is the canonical example. Microlending fits SDG 1 (poverty), SDG 5 (gender equality), SDG 8 (decent work), and SDG 10 (reduced inequalities).
- Bus Rapid Transit (public transportation): covered in Lessons 6.7 and 6.8. BRT systems use dedicated bus lanes to deliver subway-like service at bus-line cost. Bogota's TransMilenio, Curitiba's network, and Guangzhou's BRT serve hundreds of thousands of riders daily while cutting urban emissions. BRT fits SDG 11 (sustainable cities) and SDG 13 (climate action).
Skill 5.D: Across Geographic Scales
Skill 5.D asks students to explain the degree to which a geographic concept effectively explains effects across scales. Sustainable development action happens at multiple scales simultaneously:
- Local scale: community solar cooperatives, urban gardens, bike-share programs, neighborhood recycling.
- City scale: BRT systems, greenbelts, building-energy codes, urban tree canopy targets.
- State/province scale: California's climate legislation and emissions-trading program, state-level renewable portfolio standards.
- National scale: Germany's Energiewende energy transition, the United States Inflation Reduction Act, China's dual-carbon pledge.
- Supranational scale: European Union Emissions Trading System (the world's largest carbon market), European Union Green Deal.
- Global scale: Paris Agreement, United Nations Sustainable Development Goals, Montreal Protocol (ozone).
Which scale fits which concept?
- Ecotourism is mostly a local-to-regional phenomenon. A single protected area, a single community cooperative.
- SDGs are framed globally but measured nationally — each country reports progress, and indicators aggregate upward.
- Climate policy must operate at every scale. A global agreement (Paris) requires national NDCs that depend on state, city, and local action to actually deliver emissions cuts.
- Natural-resource depletion varies by resource: groundwater aquifers are basin-scale; ocean fisheries are trans-national; a forest can be local.
Honest Appraisal: Does It Work?
Sustainable development projects are often oversold. A serious Skill 5.D analysis requires acknowledging failures alongside successes.
- Paris Agreement pledges fall short: current NDCs, if fully implemented, aggregate to approximately 2.5 degrees of warming — not the 1.5 degree pledge. Many countries are not on track to meet even their current pledges.
- SDG progress is uneven: SDG 2 (Zero Hunger) is actively regressing. The number of people facing hunger has risen since 2019 due to COVID-19, the war in Ukraine, and climate shocks. SDG 6 (Clean Water) is also off track.
- Ecotourism can backfire: successful destinations drive up local housing costs and displace residents. Flights to reach them generate significant emissions. Crowding degrades the ecosystems ecotourism was supposed to protect.
- Greenwashing is pervasive: companies and governments label ordinary activities as "green" or "sustainable" to capture marketing benefit without changing practices. Careful students distinguish substance from label.
- Who pays? Wealthy countries produce most historic emissions but lower-income countries bear disproportionate climate impacts. International climate finance has consistently fallen short of pledges.

Costa Rica · Ecotourism + Renewables
Costa Rica abolished its military in 1948 and redirected spending toward education, health, and conservation. Today roughly 30 percent of land is formally protected; approximately 2 million ecotourists arrive each year; and the electricity grid runs close to 99 percent renewable (hydro, geothermal, wind, solar) for most of each calendar year. A leading global example of aligning economic development with conservation.

Denmark · Wind Energy + Cooperative Democracy
Denmark generates more than half of its electricity from wind, the highest share among significant economies. Much of the wind capacity is community-owned through cooperatives — a model of "energy democracy" in which benefits flow to local residents rather than distant utilities. Industrial policy choices dating to the 1970s oil crisis produced a domestic wind-turbine industry (Vestas, Siemens Gamesa) that is a major export.

Rwanda's gorilla-trekking permits (around 1,500 United States dollars each) generate substantial tourism revenue, a share of which funds community-development projects around Volcanoes National Park. Community members have a direct financial stake in gorilla conservation. The mountain gorilla population has recovered from fewer than 250 in the 1980s to more than 1,000 today — one of the clearest ecotourism success stories.

A paradox: Norway is a major oil and gas exporter, yet it invests the proceeds through a sovereign-wealth fund (over 1.5 trillion United States dollars) that funds domestic public services. Meanwhile domestic policy has produced the world's fastest electric-vehicle adoption, with EVs exceeding 80 percent of new-car sales. Critics note that Norway exports the emissions it declines to burn at home.

Scale-Effectiveness Matrix
Students build a 4-by-6 matrix: the four CED-named challenges (natural-resource depletion, mass consumption, pollution, climate change) down the left; six scales (local, city, state/province, national, supranational, global) across the top. Each cell rates from 1 to 5 how effectively action at that scale addresses that challenge. Students defend each rating. Class compiles an aggregate heat map and debates disagreements.
SDG Project Pitch
Each student picks one of the 17 SDGs and one country. They design a concrete, geographically specific project (for example, "Install 500 solar micro-grids in rural Rwanda to advance SDG 7"). They must identify: target population, measurable indicator, estimated cost, funding source, risks, and how the project connects to at least one other AP HG unit (migration, agriculture, urbanization, industrial location). Present to class as a two-minute pitch.

This is Lesson 7.8 — the final topic of the final unit of the AP Human Geography framework. Across seven units and 73 topics, students have moved from the discipline's core thinking tools through every major lens geographers use to understand the human world.
Sustainable development is not an isolated topic. It knits together every prior unit. Unit 1 gave us the scale thinking Skill 5.D requires; sustainable development is fundamentally a scale problem. Unit 2 showed us that population growth and migration are driven by the same economic geography that drives resource depletion; sustainable development cannot be separated from demographic transitions. Unit 5 traced the industrial transformation of agriculture — the Green Revolution boosted yields but drove aquifer depletion, soil degradation, and fertilizer pollution. Sustainable agriculture is a direct extension of Lesson 5.12. Unit 6 showed us that urbanization is now the dominant human settlement pattern; sustainable cities (SDG 11) are where most of the work must be done. And Unit 7 itself — which opened with the industrial revolution and economic sectors — closes with the question of how to sustain industrial civilization without exhausting the planet.
The exam will not ask whether sustainable development is achievable. It will ask whether students can name the CED-listed challenges and mechanisms, recognize ecotourism and the SDGs when they appear, and evaluate how well these concepts work across scales. Mastering that is what this lesson — and this framework — asks.
