Key Concepts
The European market economy of 1648-1815 was a transitional system. It mixed substantial novelty — the Agricultural Revolution, the putting-out system, the new central banks and joint-stock companies, the gradual erosion of guild and seigneurial restrictions — with substantial continuity: most European peasants still farmed under traditional obligations to their landlords, urban guilds remained the dominant form of urban manufacturing in most of continental Europe through the eighteenth century, and most overseas trade still moved through pre-industrial infrastructure of sail and animal-drawn carts. KC-2.2.I captures the underlying point: early modern Europe built a market economy that became the foundation of its global role. The market economy was the precondition for the Industrial Revolution that began in the late eighteenth century and shaped Unit 6.
The first sub-code, KC-2.2.I.A, captures the gradual loosening of traditional restrictions: labor and trade in commodities were increasingly freed from the traditional restrictions imposed by governments and corporate bodies. The word increasingly is doing the work. The medieval European economy had operated under three principal restriction systems. Urban guilds had regulated who could practice each trade, how many apprentices a master could take, and (often) the maximum production volume. Seigneurial obligations had bound peasants to their land and obligated them to specific labor services, fees, and tithes payable to their lords. Mercantile chartered companies had received legal monopolies on specific products or trade routes. Across the eighteenth century each of these restriction systems eroded, but unevenly. Enclosure ended the open-field system in England across the seventeenth and eighteenth centuries; serfdom ended in France only in 1789, in Prussia only in 1807, and in Russia only in 1861. The English East India Company lost its monopoly on India trade only in 1813. By 1815 the gradual loosening had produced something recognizably modern in the most economically advanced regions (England, the Netherlands, parts of northern France) while leaving the older system substantially intact in central and eastern Europe.
The Agricultural Revolution — KC-2.2.I.B — is the central change. The Agricultural Revolution raised productivity and increased the supply of food and other agricultural goods. The principal innovations were three. First, new crop rotations that eliminated fallow land: the Norfolk four-course rotation of wheat, turnips, barley, and clover (popularized in eighteenth-century Norfolk by Charles Townshend) used the legumes (clover) to fix nitrogen and the root crops (turnips) for winter livestock fodder, eliminating the medieval one-third fallow. Second, the enclosure of the medieval open fields into consolidated private plots, which permitted experimentation and capital investment that was impossible on common land. Third, selective breeding of livestock: Robert Bakewell's eighteenth-century selective breeding of Leicester sheep, longhorn cattle, and English shire horses produced larger, faster-maturing animals. Specific implements such as Jethro Tull's seed drill (1701) replaced broadcast sowing with mechanical row planting, reducing seed waste. Together the innovations roughly doubled English agricultural productivity across the period. KC-2.2.II.D connects to the global side: the importation and transplantation of agricultural products from the Americas added to the European food supply. The potato (especially in Ireland and northern Germany), maize (especially in southern Europe), and tomato added new staple crops to the European diet; the potato in particular had a transformative effect on Irish and northern German nutrition and population growth.
The putting-out system — KC-2.2.I.C — spread parallel to the Agricultural Revolution. The putting-out system, or cottage industry, expanded as a growing pool of laborers in homes or workshops produced for markets through merchant intermediaries or workshop owners. A merchant capitalist would deliver raw materials (wool, flax, cotton thread) to rural households; the household would spin, weave, or finish the material on its own time using its own equipment; the merchant would collect the finished cloth and pay piece rates for the labor. The system bypassed urban guild restrictions on production volumes, hours, and apprentice numbers; it took advantage of cheaper rural labor; and it absorbed the seasonal underemployment of peasant households. The English wool industry of Yorkshire and the West Country, the Flemish linen industry, the Silesian linen industry, and the French silk industry around Lyon were among the most developed putting-out networks. The system was a transitional form between traditional guild manufacturing and the factory system of the nineteenth century: it concentrated capital in the hands of merchant entrepreneurs while leaving production dispersed in rural cottages.
The new financial practices and institutions — KC-2.2.I.D — transformed the infrastructure of European trade. The two principal innovations were central banks and joint-stock companies. The Bank of Amsterdam (1609) was the first major European public bank, providing reliable currency and holding government deposits in the world's leading commercial entrepot of the seventeenth century. The Bank of England (1694) was founded to finance William III's wars against Louis XIV's France through funded public debt: the bank lent the government £1.2 million in exchange for a charter that gave it the right to issue banknotes against the loan. The arrangement — institutional credit secured by parliamentary tax pledges — was the foundation of the eighteenth-century British fiscal-military state. Joint-stock companies such as the Dutch East India Company (VOC, 1602) and the English East India Company (chartered 1600, expanded 1657) pooled investor capital for long-distance trade ventures, distributing risk among multiple investors and producing the modern shareholder corporation. Insurance markets developed at Lloyd's of London from the late seventeenth century; stock exchanges in Amsterdam (from 1602) and London (from the 1690s) allowed secondary trading in company shares.
The new financial system was not without crisis. The South Sea Bubble of 1720 in London (a speculative collapse of South Sea Company stock that had been driven up by promises of trading concessions in the Spanish American empire) and the contemporary Mississippi Bubble in Paris (a speculative collapse of John Law's Compagnie d'Occident stock that had been driven up by promises of trading concessions in French Louisiana) were the first major European stock-market crashes. Both episodes wiped out the savings of large numbers of investors and produced the first European public debates about whether the new financial system was a productive innovation or a fraudulent scheme. Both episodes also reinforced the principle that central banks and joint-stock companies were here to stay — the financial infrastructure recovered quickly in both England and France, and the new institutions continued to expand.
Continuity ran alongside change. Most European peasants in 1815 still farmed under traditional seigneurial obligations of one form or another (serfdom remained in Russia until 1861; Polish, Hungarian, and Austrian peasants were freed only in the revolutions of 1848). Urban guilds remained the dominant form of urban manufacturing in most of continental Europe through the eighteenth century; the French guild system was abolished only by the revolutionary Allarde Decree of March 1791. Most overseas trade still moved through pre-industrial infrastructure: sailing ships taking months to cross the Atlantic, animal-drawn carts moving inland goods, water-powered mills providing the principal industrial energy. The Industrial Revolution — the application of coal, steam, iron, and the factory system to production — had begun in late eighteenth-century Lancashire and Staffordshire but was still local. Topic 3.3's central message is that the European market economy of 1815 had moved decisively toward modernity in its leading regions while leaving older patterns substantially intact in much of the continent. Skill 5.A asks students to recognize the patterns connecting these uneven developments across Europe.

Jethro Tull, The Horse-Hoeing Husbandry, 1731
Jethro Tull's The Horse-Hoeing Husbandry of 1731 was the most influential English treatise of the early Agricultural Revolution. Tull (1674-1741) had invented his seed drill in 1701 to mechanize row planting, and his horse-drawn cultivator (the horse-hoe) followed soon afterward; both implements substantially reduced the labor and seed required to produce grain. The treatise excerpted here argued that systematic mechanical cultivation could replace much of the traditional labor-intensive medieval agricultural practice. Tull's specific theories about plant nutrition were partly mistaken (he believed pulverized soil itself fed plants, missing nitrogen fixation), but his mechanical innovations were genuinely transformative. For Topic 3.3 the source documents the kind of systematic experimental approach that defined the early eighteenth-century English Agricultural Revolution and the gradual replacement of traditional methods with mechanical and selective ones.

Daniel Defoe (the author of Robinson Crusoe) published A Tour Through the Whole Island of Great Britain in three volumes in 1724-1727. The excerpt above describes the West Riding of Yorkshire wool-cloth district near Halifax: a continuous landscape of cottages housing weavers, dyers, and finishers, each working under the putting-out system with raw materials provided by Yorkshire merchant clothiers. Defoe's account is one of the best surviving descriptions of an integrated putting-out network at full operation; it makes visible the way the system distributed manufacturing across a rural landscape, used water power for finishing operations, and combined household production with merchant coordination. The Tonnage Act of 27 July 1694 was the parliamentary statute that founded the Bank of England by chartering a body of subscribers as a corporation authorized to lend the government £1.2 million in exchange for the right to issue banknotes against the loan. Smith's argument was that the medieval guild and apprenticeship restrictions, the seigneurial obligations binding peasants to land, and the mercantilist regulation of overseas trade all interfered with the natural division of labor and reduced national wealth.
