
The Khmer Empire and Angkor: the Greatest Civilization of Southeast Asia
Introduction
In the dense tropical forests of what is today northwestern Cambodia, there lies a ruin of such staggering scale and beauty that it has inspired wonder in every generation of visitors who has encountered it. The temple-complex of Angkor Wat -- the world's largest religious monument -- is only the most celebrated jewel in a crown of monuments left by the Khmer Empire, the most powerful and sophisticated civilization that mainland Southeast Asia has ever produced. Yet even Angkor Wat, astonishing as it is, represents only a fraction of the Khmer achievement. Beneath the jungle canopy surrounding it lie the traces of a vast urban landscape, revealed by modern laser-scanning technology to have been the largest pre-industrial city complex on earth, covering more than a thousand square kilometers and supporting a population that may have numbered in the millions.
The Khmer Empire endured from 802 to 1431 CE -- more than six centuries of continuous imperial rule centered in the region around the Tonle Sap, the great lake of Cambodia that swells to four times its dry-season size every monsoon, creating one of the most productive freshwater fisheries in the world and making the surrounding plains among the most fertile rice-growing lands in all of Asia. At its height, the empire controlled an enormous territory encompassing modern Cambodia, much of Laos, large parts of Thailand, and portions of Vietnam -- a dominion that made it the paramount power of mainland Southeast Asia for centuries.
What makes the Khmer Empire genuinely astonishing is not merely its size but the nature of its achievement. The Khmers were master builders who constructed temple-mountains of a grandeur that rivals the greatest architectural achievements of any civilization on earth. They were hydraulic engineers of genius who built the largest man-made water management system of the ancient world, creating an infrastructure that fed millions of people and sustained one of the densest populations in the preindustrial world. They were artists who covered thousands of square meters of stone with bas-relief carvings of extraordinary delicacy and narrative power. And they were synthesizers of culture who absorbed the great traditions of India -- Hinduism, Buddhism, Sanskrit literature, Indian cosmology -- and transformed them into something distinctively, powerfully, unmistakably Khmer.
The story of the Khmer Empire is also a story of transformation and adaptation -- from Hindu to Buddhist, from monarchy to near-theocracy, from expansion to contraction, and ultimately from a great imperial power to a kingdom that abandoned its capital and retreated before the pressure of its neighbors. And then there is the final chapter: the slow reclamation of the temples by the jungle, and their rediscovery by the outside world, and the ongoing struggle to preserve these irreplaceable monuments of human civilization.
The Origins: Funan, Chenla, and the World Before the Khmers
The Khmer Empire did not emerge in a cultural or historical vacuum. The region of mainland Southeast Asia where the Khmers built their civilization had been inhabited for thousands of years and had witnessed the rise and fall of earlier polities that shaped the world the Khmers inherited.
The earliest significant kingdom recorded in the region is known to Chinese sources as Funan -- a term that may be a Chinese approximation of a local word related to the Khmer word for "mountain." Funan flourished from roughly the first to the sixth century CE, centered in the lower Mekong Delta region, and was a maritime trading state that grew wealthy on its position astride the sea routes connecting India and China. Funan's rulers adopted Indian cultural models -- Hinduism and Buddhism, Sanskrit inscriptions, Indian concepts of kingship -- while maintaining their own distinctly local traditions. The indianization of Southeast Asia, as scholars call this process, was not a simple transplantation of Indian culture but a selective adoption and adaptation by local rulers who found in Indian ideas of sacred kingship a powerful tool for legitimizing their authority.
Funan was eventually absorbed or supplanted by a polity the Chinese called Chenla, which from around the sixth century CE dominated the middle Mekong region and the Cardamom Mountains of what is today southern Cambodia. Chenla itself later fragmented into various competing principalities. It was from this fragmented political landscape that the Khmer Empire arose, unified by the vision and force of personality of one extraordinary ruler.
Jayavarman II and the Founding of the Khmer Empire
The founder of the Khmer Empire was Jayavarman II (r. 802-835 CE), and the story of his rise to power is at once a story of military conquest, political genius, and religious innovation. Jayavarman had spent part of his early life at the court of the Sailendra dynasty in Java -- whether as a guest, a hostage, or an exile is unclear -- and returned to the Khmer homeland sometime around 790-800 CE, apparently determined to unify the scattered principalities of Cambodia under a single ruler independent of Javanese suzerainty.
Through a series of military campaigns and political alliances over the following decade, Jayavarman succeeded in bringing most of the Khmer-speaking lands under his control. But the founding moment of the Khmer Empire as historians understand it was not a military victory but a religious ceremony. In 802 CE, on the sacred mountain of Phnom Kulen (the "Mountain of the Lychees") northeast of the future site of Angkor, Jayavarman II sponsored an elaborate Brahmanical ceremony conducted by a learned Shaivite priest named Hiranyadama. In this ceremony, Jayavarman was proclaimed chakravartin -- a universal monarch, lord of the four directions -- and was installed as devaraja: a god-king, the earthly embodiment of the divine, through whom the power of the gods operated in the human world.
This ceremony established two things that would define the Khmer Empire for the following six centuries. First, it formally ended Khmer subordination to any external power -- specifically the Javanese -- and asserted the complete independence and sovereignty of the new Khmer state. Second, and perhaps more importantly, it instituted the cult of the devaraja ("god-king"), a system of sacred royal ideology that fused Indian concepts of divine kingship with indigenous Khmer spiritual traditions. The devaraja was not merely a human ruler who happened to be king: he was the living embodiment of a divine essence, typically identified with the Hindu god Shiva (and later with the Buddha or the bodhisattva Lokesvara), whose spiritual power protected and sustained the kingdom. The welfare of the kingdom -- its crops, its rains, its military success -- was directly connected to the ritual potency of the god-king.
The political consequences of the devaraja concept were profound. It elevated the Khmer king to a status that transcended ordinary human authority and made loyalty to the king a matter of cosmic significance. It also created an imperative for each successive king to build monuments worthy of a divine being -- great temple-mountains that served simultaneously as royal mausoleums, centers of religious practice, and physical manifestations of the cosmic order. The building imperative embedded in the devaraja cult was the driving force behind the extraordinary architectural achievement of the Khmer Empire.
Jayavarman II himself moved his capital several times over the course of his reign, establishing successively at Indrapura, Hariharalaya (near the later Angkor site), and Phnom Kulen before eventually returning to Hariharalaya, where he died in 835 CE after a reign of more than thirty years. He left behind a unified state, a powerful religious ideology, and the beginnings of the hydraulic infrastructure that would make the Angkor region one of the most densely populated places on earth.
The Hydraulic Civilization: Water, Rice, and the Engine of Khmer Power
If the devaraja concept provided the ideological engine of the Khmer Empire, the hydraulic system provided its material engine. One of the most important -- and for a long time, underappreciated -- aspects of Khmer civilization was its extraordinary mastery of water management. The region around the Tonle Sap presents an unusual hydrological challenge: it is subject to intense monsoon rains for roughly half the year, creating floods that can be devastating if uncontrolled, and then to dry conditions in the other half of the year when water for agriculture must be stored and distributed artificially. The Khmers responded to this challenge with an engineering system of remarkable sophistication.
The core of the Khmer hydraulic system was the baray -- a massive artificial reservoir, typically rectangular in shape, built by constructing earthen embankments on three or four sides and using the natural terrain for the fourth. These reservoirs collected the monsoon rains and stored them for use during the dry season, allowing irrigated rice cultivation to continue year-round rather than being limited to the wet season. The great barays of Angkor were constructed over several centuries and reached extraordinary dimensions.
The West Baray, built in the eleventh century, is approximately 8 kilometers long and 2.1 kilometers wide -- one of the largest man-made water reservoirs built anywhere in the ancient world. At full capacity it held approximately 55 million cubic meters of water. The East Baray, built in the late ninth or early tenth century, was even larger in area. These reservoirs were connected to an elaborate network of canals and distributaries that spread water across the agricultural lands surrounding Angkor, potentially allowing multiple rice harvests per year on the same land.
The barays also served religious functions -- they represented the cosmic ocean that in Hindu and Buddhist cosmology surrounds Mount Meru, the sacred mountain at the center of the universe. The great temple-mountains of Angkor were built to represent Mount Meru rising from this ocean, making the entire urban landscape of Angkor a representation in stone and water of the Hindu cosmos. Religion and hydraulic engineering, the sacred and the practical, were inseparable in Khmer civilization.
The LiDAR surveys conducted in 2012 and 2015 revealed the full astonishing extent of the Khmer hydraulic system. Stretching across more than 1,000 square kilometers, the ancient city of Angkor contained a grid-like pattern of canals, embankments, reservoirs, and distribution channels that was far more elaborate than previously understood. The surveys revealed hundreds of previously unknown temples, roads, and settlement areas, and confirmed that Angkor was indeed the largest pre-industrial urban complex in the world -- larger even than the largest medieval cities of Europe or the Middle East.
The Early Kings and the Growth of Angkor
After Jayavarman II, the Khmer kings of the ninth and tenth centuries continued to develop the hydraulic infrastructure and to build temples at the Angkor site. The reign of Indravarman I (r. 877-889 CE) is particularly notable: he built the East Baray, a massive reservoir, and the Preah Ko temple group, one of the earliest surviving brick temples at Angkor, dedicated to the Shaivite Hindu tradition. His son Yasovarman I (r. 889-c.910 CE) established the first capital actually at the Angkor site -- Yasodharapura, "the city that bears glory" -- built around a natural hill called Phnom Bakheng, which he converted into a temple-mountain. Yasovarman also built the East Baray and dotted the landscape with a network of ashrams (religious retreats) across his kingdom, inscribed with Sanskrit texts that provide valuable information about early Khmer literature and religion.
The tenth century was a period of political turbulence, with rival kings competing for the throne and the capital temporarily moved away from Angkor. But the dynasty reestablished itself at Angkor under Rajendravarman II (r. 944-968 CE) and his successors, and the building of temples and hydraulic infrastructure continued. The Pre Rup temple (completed 961 CE) and the Banteay Srei temple (completed 967 CE) are among the finest works of the pre-Angkor Wat period -- the latter, built not by a king but by a courtier official, is renowned for the exceptional delicacy and refinement of its pink sandstone carvings.
Suryavarman II and the Building of Angkor Wat
The reign of Suryavarman II (r. 1113-c.1150 CE) marks the absolute pinnacle of Khmer architectural achievement and one of the supreme moments in the history of world art and architecture. In the first decades of the twelfth century, this king commissioned the construction of a temple complex of a scale and ambition that had never before been attempted in Southeast Asia -- and that remains, more than eight hundred years later, the largest religious monument on earth.
Angkor Wat -- the name means simply "Temple City" or "Capital Temple" -- was built to serve as Suryavarman II's state temple during his lifetime and as his funerary temple after his death. It was dedicated to the Hindu god Vishnu, the preserver of the universe -- a somewhat unusual choice in a kingdom that had historically favored the worship of Shiva, perhaps reflecting Suryavarman's personal religious devotion or political calculation.
The physical scale of Angkor Wat is almost difficult to comprehend. The outer enclosure wall is 1,024 meters from east to west and 802 meters from north to south, enclosing approximately 162.6 hectares (401 acres) -- roughly the size of a small European city. This outer wall is itself surrounded by a moat 190 meters wide and approximately 5.5 kilometers in total circumference, representing the cosmic ocean. Within the outer enclosure, an inner enclosure and a cruciform terrace surround the central temple complex, which consists of three concentric rectangular galleries rising to a central tower and four corner towers -- five towers in all, representing the five peaks of Mount Meru, the cosmic mountain that in Hindu cosmology is the home of the gods.
The five towers of Angkor Wat, with their distinctive curvilinear spires (called prasat), have become the most recognizable silhouette in Southeast Asian art and one of the most recognizable architectural profiles in the world. They appear on the Cambodian national flag -- making Cambodia the only country in the world whose national flag depicts an actual building. The central tower rises to approximately 65 meters above ground level, and the visual effect from the western approach -- reflected in the long rectangular reflecting pool that leads to the main entrance causeway -- is one of the most beautiful and imposing in the entire history of architecture.
But Angkor Wat is not merely impressive in scale. It is equally remarkable for the extraordinary quality and quantity of its sculptural decoration. The galleries of the outer enclosure are lined with approximately 800 meters of continuous bas-relief carvings covering the walls at eye level -- the longest continuous bas-relief narrative in the world. These carvings depict scenes from the Hindu epics (the Mahabharata and the Ramayana), scenes from Hindu mythology (most famously the Churning of the Ocean of Milk, in which gods and demons cooperate to churn the cosmic ocean and produce the elixir of immortality), historical scenes from Suryavarman II's military campaigns, and visions of the heavens and hells of Hindu cosmology. The quality of the carving -- the fineness of the detail, the dynamism of the figures, the narrative clarity of the compositions -- is of the highest order, comparable to the finest sculptural achievements of any civilization.
The orientation of Angkor Wat is unusual among Khmer temples and has generated much scholarly debate. Most Khmer temples face east, toward the rising sun. Angkor Wat faces west -- the direction associated in Hindu cosmology with Vishnu, but also with the setting sun and with the realm of the dead. This western orientation, combined with the elaborate iconography of afterlife judgment and the temple's function as a funerary monument, has led some scholars to interpret the entire complex as a monument to death and rebirth, with the king's spiritual journey from mortal ruler to divine ancestor encoded in the architecture and decoration.
The construction of Angkor Wat required an extraordinary mobilization of resources. Estimates suggest that the workforce involved may have numbered in the tens of thousands, working for decades to quarry, transport, and carve the massive sandstone blocks -- each weighing several tonnes -- that were floated down canals from quarries at Phnom Kulen, more than 40 kilometers away. The logistics alone represent an organizational achievement of the first order.
The Cham Invasions and the Rise of Jayavarman VII
The reign of Suryavarman II ended somewhat obscurely -- he apparently died during a military campaign against the Cham kingdom of Vietnam around 1150 CE -- and the following decades were a period of political instability and external pressure. The Cham kingdom, located along the coast of what is now central and southern Vietnam, had long been a rival and occasional enemy of the Khmers, and it now took advantage of the Khmer Empire's internal difficulties to strike a devastating blow.
In 1177 CE, a Cham fleet sailed up the Mekong River and across the Tonle Sap lake, launching a surprise attack on the Khmer capital of Yasodharapura (Angkor). The attack succeeded with devastating thoroughness: the Cham forces sacked the city, killed the reigning Khmer king, and established a brief occupation of the Khmer heartland. For a civilization accustomed to regarding itself as the paramount power of mainland Southeast Asia, this was a humiliation of the deepest kind.
The man who drove out the Chams and restored Khmer power was Jayavarman VII (r. 1181-c.1218 CE), who became the greatest builder in the entire history of the Khmer Empire and one of the most extraordinary figures in the history of Southeast Asia. Jayavarman was already in his late fifties when he came to power -- an old man by the standards of the time -- yet the scale of his building program over the following decades was simply staggering, dwarfing the achievements of all his predecessors combined.
Jayavarman drove the Chams out of Cambodia in a series of military campaigns between 1181 and 1203 CE, eventually reversing the humiliation entirely by conquering Champa itself and incorporating it into the Khmer Empire. But his lasting significance was not as a military commander but as a builder, a religious innovator, and a transformer of the entire ideological basis of Khmer kingship.
The Conversion to Mahayana Buddhism and the Building of Angkor Thom
The most fundamental transformation that Jayavarman VII brought to the Khmer Empire was religious. For nearly four centuries, the Khmer kings had ruled as Hindu god-kings, building their temple-mountains to Shiva or Vishnu and conducting their rituals according to Brahmanical traditions absorbed from India. Jayavarman VII broke decisively with this tradition. He was a devout Mahayana Buddhist -- a follower of the form of Buddhism that had developed in India and spread to Central and East Asia -- and he transformed the ideological basis of Khmer kingship from Hindu devaraja to Buddhist bodhisattva-king.
In Mahayana Buddhism, a bodhisattva is a being who has attained enlightenment but chooses to remain in the cycle of rebirth in order to help all sentient beings achieve liberation. The most important bodhisattva in the Khmer Buddhist tradition was Lokesvara, the "Lord of the World," a figure of supreme compassion who looks upon the suffering of all beings and works unceasingly for their liberation. Jayavarman VII appears to have identified himself -- or to have been identified by his court -- with this figure, presenting his rule not merely as the governance of a divine king but as the compassionate activity of a bodhisattva working for the liberation of his people.
This religious transformation was expressed architecturally in the most direct possible way. Jayavarman VII built an entirely new capital city surrounding the old Yasodharapura, enclosing it within massive new walls and moats and filling it with new temples and buildings. This new city, called Angkor Thom ("Great City"), covered approximately 9 square kilometers and was surrounded by a wall 8 meters high and a moat 100 meters wide. At each of its five gates -- four at the cardinal directions, one at the royal palace -- the approach road was flanked by rows of stone giants (gods on one side, demons on the other) performing the Churning of the Ocean of Milk, a Hindu mythological scene now reinterpreted in a Buddhist context. Above each gate rose an enormous stone tower bearing four faces looking out in the four cardinal directions -- generally interpreted as faces of the bodhisattva Lokesvara or of Jayavarman VII himself transfigured as the divine protector of the four directions.
At the exact center of Angkor Thom, on the site of the old state temple, Jayavarman VII built the Bayon -- one of the most haunting and original temples ever constructed anywhere in the world. The Bayon consists of 54 towers, each bearing four giant faces of the same serene, enigmatic expression, looking out over the city and its surroundings. In total, the Bayon has over 200 such faces carved in stone, creating an effect that is simultaneously overwhelming and profoundly meditative. The identity of these faces has been debated by scholars for generations: they may represent the bodhisattva Lokesvara, or Jayavarman VII himself as the compassionate ruler looking over his people in all directions, or some synthesis of the two.
The Bayon's galleries are also covered in bas-relief carvings, but these are different in character from those at Angkor Wat. Where Angkor Wat's bas-reliefs focus on mythological and cosmic themes, the Bayon's show scenes of everyday life -- markets, fishing, cockfights, childbirth, cooking -- alongside scenes of military campaigns (including the naval battle against the Chams on the Tonle Sap lake). The Bayon's bas-reliefs give us an incomparably vivid picture of daily life in thirteenth-century Angkor, making them an invaluable historical document as well as a work of art.
The Building Programs of Jayavarman Vii: Ta Prohm, Preah Khan, and More
Beyond Angkor Thom and the Bayon, Jayavarman VII's building program extended across the entire empire in a way that no previous Khmer ruler had attempted. He built or completed dozens of major temples, road networks, rest houses for travelers, and hospitals distributed across his kingdom. Inscriptions from his reign claim that he built 102 hospitals throughout the empire -- each staffed with physicians, nurses, and provisioned with medicines -- a public health infrastructure on a scale that was remarkable for the medieval world anywhere.
Two of the greatest temples built by Jayavarman VII were Ta Prohm and Preah Khan, both constructed not far from Angkor Wat and Angkor Thom. Ta Prohm was built as a Buddhist monastery and university, dedicated to the mother of Jayavarman VII (who was represented there in the form of the female Buddhist saint Prajnaparamita). An inscription records that the monastery was home to 12,640 people with the right to eat there, maintained by 79,365 people in the surrounding villages -- figures that give some sense of the enormous human infrastructure that supported even a single major Khmer temple. Preah Khan was dedicated to the memory of Jayavarman VII's father.
Ta Prohm is today one of the most visited and photographed sites at Angkor, for a reason that has nothing to do with its original builders' intentions. When the Archaeological Survey of India undertook the restoration of the Angkor temples in the early twentieth century, they made the decision to leave Ta Prohm substantially unrestored -- to leave the enormous trees (strangler figs and silk-cotton trees, called Tetrameles nudiflora and Ficus gibbosa) that had grown through and over the stone galleries in place, rather than removing them as was done at other temples. The result is one of the most visually extraordinary sights in the world: ancient stone corridors wrapped in vast root systems, collapsed gallery roofs pierced by trunks many meters in diameter, massive trees balanced atop walls that seem to both support and slowly crush them. Ta Prohm has become the image of nature reclaiming civilization -- a powerful and melancholy icon of the passage of time.
The sheer scale of Jayavarman VII's building program inevitably raises questions about the cost. The temples required enormous quantities of stone, labor, and resources. The hydraulic system had to be maintained and expanded to support the growing population. The military campaigns against the Chams required prolonged mobilization. Some historians have argued that the very intensity of Jayavarman VII's building program may have contributed to the eventual weakening of the empire by straining the resources and labor of the kingdom beyond sustainable limits.
The Chinese Visitor: Zhou Daguan's Account of Angkor
One of the most precious historical sources for the Khmer Empire at the height of its power is not an inscription or an archaeological find but a traveler's memoir written by a Chinese diplomat named Zhou Daguan, who visited Angkor in 1296-1297 CE as part of a Chinese diplomatic mission. Zhou Daguan's "Customs of Cambodia" (Zhenla Fengtu Ji) is a vivid, detailed, and often surprising account of life in the Khmer capital at the end of the thirteenth century -- by which time the empire had passed its architectural peak under Jayavarman VII but was still a functioning, populous, and impressive city.
Zhou Daguan describes a city that clearly awed him. He writes of the great towers of Angkor Thom, of the golden tower (presumably the Bayon), of the palace compound and its elaborate ceremonies, of the king's processions through the streets attended by hundreds of women carrying candles. He describes the markets of Angkor, the houses of the wealthy and the poor, the food and drink, the religious practices of the people, and the wildlife of the surrounding countryside. He comments on the remarkable status of women in Khmer society -- they conducted much of the trade of the market and were described by Zhou Daguan as commercially formidable.
Zhou Daguan also provides a valuable eyewitness description of the scale of the city and its population, though the precise numbers he gives are difficult to interpret. His account makes clear that Angkor in the late thirteenth century was still a major urban center, a city of considerable wealth and sophistication, with a functioning royal court, an active commercial life, and a dense population. The LiDAR surveys conducted in the twenty-first century have confirmed and extended this picture, revealing an urban landscape of almost incomprehensible complexity extending far beyond the temple complexes themselves.
Angkor Wat and the Meaning of the Cosmic Mountain
To understand Angkor Wat fully -- and indeed to understand the entire architectural tradition of the Khmer Empire -- one must understand the Indian cosmological model that underlies it. In Hindu cosmology, the universe is organized around Mount Meru, a vast sacred mountain that stands at the center of the world and is the dwelling place of the gods. Mount Meru is surrounded by concentric rings of oceans and mountain ranges, and the visible world of human experience is located on the outermost periphery of this structure.
Khmer temple-mountains were designed as architectural representations of Mount Meru. The towers of the temple represent Meru's peaks; the enclosure walls represent the ring mountains; the moat represents the cosmic ocean. To move through a Khmer temple from the outer moat inward to the central sanctuary was, symbolically, to move from the periphery of the cosmos toward its sacred center -- toward the divine. The god installed in the central sanctuary was thus located at the cosmic center, and the king who built the temple and performed its rituals was himself symbolically identified with the divine force at the center of the universe.
This cosmological framework explains not only the general form of Khmer temples but many of their specific features. The five towers of Angkor Wat represent the five peaks of Meru; the 190-meter moat represents the cosmic ocean; the three concentric galleries represent the three rings of mountain ranges surrounding Meru. The bas-reliefs that decorate the galleries represent events from the mythological history of the cosmos -- the Churning of the Ocean of Milk, the Battle of Kurukshetra from the Mahabharata, the judgment scenes of the underworld. The entire temple complex is a cosmos in miniature, a three-dimensional mandala made of stone.
The western orientation of Angkor Wat -- unusual for a Hindu temple, since the west is associated with death -- appears to reflect the temple's function as a funerary monument for Suryavarman II. The west is the direction of the setting sun, of endings, of the journey to the afterlife. An inscription found at Angkor Wat makes clear that the king's spirit was expected to reside in the temple after his death, just as Vishnu himself was present there during his lifetime. The temple was thus both a palace for the living king and a permanent home for the divine essence that animated him.
The West Baray and the Hydraulic Marvel of Angkor
Among the engineering achievements of the Khmer Empire, the hydraulic system of Angkor deserves particular attention because it was so fundamental to everything else the empire accomplished. Without the ability to store and distribute water, the dense population of the Angkor region could not have been fed; without that population, the labor force for building the temples would not have existed; without the temples, the religious ideology of the devaraja could not have been expressed in its distinctive architectural form. The water management system was the foundation on which everything else rested.
The West Baray, completed in the reign of Udayadityavarman II (r. 1050-1066 CE), is the largest surviving reservoir of the Angkor hydraulic system. It is approximately 8 kilometers long from east to west and 2.1 kilometers wide from north to south -- dimensions that make it roughly comparable in area to the lake district of a modern European city. At full capacity, it held an estimated 55 million cubic meters of water, enough to irrigate thousands of hectares of rice paddies. In the center of the West Baray stands a small island with a temple (now partially submerged) dedicated to Vishnu reclining on the cosmic serpent Shesha -- an image that perfectly captures the fusion of religious symbolism and hydraulic engineering that characterized Khmer civilization.
The East Baray, built earlier under Yasovarman I, has now dried up completely -- a victim of changing hydrology and the abandonment of the irrigation system that once maintained it. Its empty bed, visible from satellite imagery as a vast rectangular depression in the landscape, is a poignant reminder of how dependent the Khmer civilization was on its water management infrastructure and how quickly that infrastructure deteriorated once political control and organized labor maintenance were withdrawn.
Modern researchers using a combination of ground surveys, excavation, and LiDAR analysis have revealed that the hydraulic system of Angkor was far more complex and extensive than the barays themselves. A network of canals, distributaries, and smaller reservoirs spread water across the agricultural landscape. Sand-filled channels acted as filtration systems. Weirs and sluices controlled the flow of water through the network. The entire system was designed with a sophistication that reflects centuries of accumulated engineering knowledge and organizational capacity.
The Decline and Fall: War, Climate, and Abandonment
The decline of the Khmer Empire is one of the great puzzles of Southeast Asian history, and modern scholarship has increasingly moved away from simple explanations toward a recognition that the collapse was probably the result of multiple interacting factors operating over an extended period of time.
The most immediate cause of the empire's end was military. The Siamese (Thai) kingdom of Ayutthaya, established in 1351 CE in the Chao Phraya Valley to the northwest of Angkor, grew rapidly in power and military capability during the second half of the fourteenth and early fifteenth centuries. The Khmers and the Siamese had been in conflict for generations, with the Siamese kingdoms alternately vassals and rivals of the Khmer Empire. By the fifteenth century, the balance of power had shifted decisively. Ayutthaya forces attacked and captured Angkor in 1431 CE, sacking the city and forcing the Khmer court to abandon the capital.
The Khmer court relocated southward to the Phnom Penh area, at the confluence of the Mekong and Tonle Sap rivers -- a location that was better positioned for maritime trade and that reflected the changing economic geography of Southeast Asia, in which coastal and riverine trade was increasingly important relative to the inland agricultural empire of Angkor.
But Siamese military pressure was not the only factor. Climate studies using dendrochronology (the analysis of tree rings from ancient trees in the region) have revealed that the mid-fifteenth century saw a series of prolonged droughts interrupted by intense monsoon flooding events -- a pattern of climate instability that would have severely disrupted the delicate hydraulic system of Angkor. The reservoirs and canals that provided year-round water for agriculture depended on a relatively predictable monsoon pattern. Prolonged droughts would have drained the barays and left agricultural fields unirrigated; intense flooding events would have damaged the earthen embankments and canal systems. Either way, the hydraulic system that was the foundation of Angkor's ability to feed its population was undermined.
There is also evidence that the hydraulic system had been under stress for some time before the final abandonment. The LiDAR surveys have revealed evidence of emergency repairs and improvisations in the water distribution network that suggest the system was struggling to cope with demands placed on it. Population growth over the centuries of Khmer imperial expansion may have pushed the system beyond its sustainable capacity. Deforestation of the hills upstream -- to provide timber for construction and fuel, and to clear land for agriculture -- would have changed the hydrology of the catchment areas, increasing the severity of both floods and droughts.
The loss of control over the Siamese territories to the west, which had provided much of the tax revenue and labor that maintained the hydraulic system, also meant that the resources available for maintenance were steadily declining. A hydraulic system on the scale of Angkor requires constant maintenance -- clearing of silt, repair of embankments, management of sluices -- and when that maintenance was no longer provided at adequate scale, the system gradually failed.
The abandonment of Angkor was not instantaneous or complete. Buddhist monks continued to maintain Angkor Wat itself throughout the subsequent centuries, and the temple was never entirely lost or forgotten. Subsequent Khmer kings occasionally visited or even briefly resided at Angkor. But the great hydraulic civilization that had supported a metropolitan population of perhaps a million people was gone, and the jungle gradually reclaimed the urban landscape that centuries of human effort had created.
The Rediscovery: Henri Mouhot and the European Encounter with Angkor
The story of Angkor's "rediscovery" by Europeans in the nineteenth century is more complicated and nuanced than the simple narrative often told -- that of a lost city hidden in the jungle, suddenly revealed to a startled world by a heroic Western explorer. In fact, Angkor was never entirely lost, even to Europeans: Portuguese missionaries had visited and written about it in the sixteenth century, and occasional European accounts of the ruins existed from the seventeenth century onward. Buddhist monks had maintained a continuous presence at Angkor Wat from the time of its construction to the present day, and Cambodian rulers and their courts were certainly aware of the existence and significance of the ancient capital.
What Henri Mouhot contributed was not discovery in any literal sense but documentation and popularization. Henri Mouhot (1826-1861) was a French naturalist who traveled through mainland Southeast Asia in 1858-1860 as part of a natural history expedition sponsored by the Royal Geographical Society. When he reached Angkor in 1860, he was moved to write about the temples in terms of such vivid admiration that his posthumously published account (he died of fever in Laos in 1861) captured the imagination of European readers.
Mouhot's description of Angkor Wat in particular -- his attempts to convey the sheer scale and beauty of the temple, his speculation about the civilization that had built it -- launched a fascination in Europe and America that has never entirely subsided. His account stimulated the French colonial authorities in Indochina to take a more systematic interest in the ruins, and in 1866 the French explorer-artist Louis Delaporte led an expedition that produced the first accurate detailed maps and technical drawings of the Angkor monuments.
The systematic archaeological and restoration work at Angkor was undertaken by the Ecole francaise d'Extreme-Orient (EFEO), the French school of Asian studies founded in 1898, which established a permanent research and conservation presence at Angkor from 1907 onward. The EFEO scholars did pioneering work in deciphering the Khmer inscriptions, understanding the architectural history of the temples, and beginning the difficult work of structural stabilization and restoration. The technique of anastylosis -- the careful dismantling and reassembly of collapsed structures using original materials -- was employed at Angkor with notable success, most famously in the restoration of the Bayon and several other temples. The EFEO's work, continued by Cambodian and international teams after independence, has given us much of what we know about the Khmer Empire.
Angkor Through the Cambodian CIVIL War and the Khmer Rouge
The twentieth century brought both catastrophe and survival to Angkor. Cambodia's independence from France in 1953 was followed by a period of relative stability under Prince Norodom Sihanouk, during which international attention to and appreciation of Angkor grew. But the escalation of the Vietnam War into Cambodia in the late 1960s and the subsequent Cambodian Civil War (1967-1975) engulfed the country in a conflict of devastating violence.
The Khmer Rouge -- the radical communist movement led by Pol Pot that seized power in April 1975 -- subjected Cambodia to four years of systematic terror, mass murder, and cultural destruction. An estimated 1.5 to 2 million Cambodians -- perhaps a quarter of the country's population -- died from execution, starvation, disease, and forced labor during the Khmer Rouge's rule between 1975 and 1979. The urban population was forcibly evacuated to the countryside; intellectuals, professionals, monks, and ethnic minorities were systematically targeted for killing; the entire social and economic infrastructure of the country was deliberately destroyed.
Angkor itself survived this period better than might have been expected, primarily because the Khmer Rouge -- ironically -- valued it as a symbol of Khmer greatness and incorporated the image of Angkor Wat into their revolutionary imagery. Some damage was done to sculpture and other portable objects, and some of the infrastructure maintained by conservation teams was disrupted, but the major temples were not systematically destroyed. After the Vietnamese military intervention ended Khmer Rouge rule in 1979, the long process of recovery and restoration gradually resumed.
UNESCO inscribed Angkor on the World Heritage List in 1992, simultaneously placing it on the List of World Heritage in Danger due to the threats posed by looting, inadequate conservation, and uncontrolled tourism. Since then, an international coalition of research and conservation organizations has worked alongside Cambodian institutions to protect and study the monuments. The Apsara Authority, established by the Cambodian government, now manages the Angkor site. Conservation science has advanced enormously in the decades since 1992, and the application of LiDAR technology has revolutionized our understanding of the extent and complexity of the ancient urban landscape.
Angkor Wat on the Cambodian National Flag
Cambodia holds a unique distinction in the community of nations: it is the only country in the world whose national flag depicts an actual building. The image of Angkor Wat, rendered in white against the red and blue of the Cambodian flag, has appeared on every version of the Cambodian national flag since independence, regardless of which government has been in power -- monarchist, republican, Khmer Rouge, Vietnamese-backed, or the current constitutional monarchy. This extraordinary persistence across radically different political regimes reflects the unique status of Angkor Wat in Cambodian national consciousness.
For Cambodians, Angkor Wat is not merely a historical monument or a tourist attraction. It is the central symbol of national identity -- evidence of Cambodia's greatness, testimony to the creativity and power of the Khmer people, and an anchor of cultural continuity that survived the catastrophes of the twentieth century. During the worst years of the Khmer Rouge, when almost everything else that defined Cambodian civilization was being deliberately destroyed, Angkor endured as a reminder that the Khmer people had once built one of the wonders of the world. The emotional and symbolic significance of Angkor for Cambodians cannot be overstated.
The Legacy of the Khmer Empire
The legacy of the Khmer Empire is woven into the fabric of Cambodian civilization so deeply that it is impossible to disentangle. The Khmer language -- which the Angkor inscriptions show in its classical form -- is the direct ancestor of modern Cambodian Khmer. The religious synthesis of Hinduism and Buddhism that the Khmer kings developed and patronized is the foundation of the Theravada Buddhism that is today the dominant religion of Cambodia. The artistic and architectural traditions that the Khmer established -- the graceful apsara dancers carved in stone at Angkor, the distinctive praying gesture of the Khmer smile, the complex iconography of Khmer Buddhist and Hindu imagery -- continue to animate Cambodian art, dance, and ceremony.
The hydraulic genius of the Khmers, though the medieval system itself is no longer operational, has attracted growing attention from modern water engineers and climate adaptation researchers. In a world facing increasing water stress from climate change, the Khmer achievement of building a hydraulic civilization capable of feeding a large population from the monsoon rains of a tropical river basin holds lessons that remain relevant today.
The Khmer Empire's influence also extended beyond Cambodia. The Siamese (Thai) kingdoms that eventually supplanted Khmer power in mainland Southeast Asia absorbed enormous amounts of Khmer culture in the process -- Khmer artistic traditions, Khmer court ceremonial, Khmer writing systems, and above all the Khmer architectural model were adopted and adapted by the Thai kingdoms. The Thai city of Phimai in northeastern Thailand contains one of the finest examples of Khmer architecture outside Cambodia. Even the Thai royal ceremonial language preserves a substantial vocabulary of Khmer origin. The culture of the conquerors was profoundly shaped by the civilization they had conquered.
Above all, the Khmer Empire left Angkor -- a monument of such beauty, power, and ambition that it stands as one of humanity's greatest achievements in any field. The silhouette of its five towers, the serenity of the Bayon's stone faces, the narrative sweep of the bas-reliefs, the perfect geometry of the moat and causeways, the strangler figs embracing the stones of Ta Prohm -- these images have become part of the world's visual vocabulary, evidence that the human capacity for art and architecture can transcend any particular time, place, or civilization to create something that speaks to all of humanity across the centuries.
The Khmer built to last. They built in stone because they knew that stone endures when wood decays and memory fades. And though their empire is long gone, and the god-kings who commissioned these monuments have been dust for eight centuries, their temples stand -- not as ruins in the ordinary sense, but as one of the supreme expressions of what human beings, at the height of their powers, are capable of creating.
